Message the size of the town and the number of police officers. I had a similar experience (but a bit worse) a few years ago. I was pulled over more than 20 times in two months time without being given a citation. The "reason" for pulling me over ranged from "because I can..." to "Sounded like you were going fast..." Every time I got the same thing - "Got any weapons, drugs, or contraband in your car??" Nope. "Mind if I take a look??" Go ahead... They would eventually let me go after asking me a bunch of questions about where I was going, what was done to my car (performance mods) etc. Finally, one day when I'd already been pulled over twice, I said that's it.. You are NOT searching my car again for no reason. So they said fine, cuffed me, and called a K-9 unit and let dogs sniff at it. They found nothing and let me go.

I asked a friend of mine who was a cop about filing a harassment complaint with internal affairs and he said that was a horrible idea. Since our PD is rather small, the IA guys are all pals with the police officers and that it would undoubtedly make matters much worse. I let it go and eventually they stopped pulling me over.

Police officers can be a$$holes if they really want to. Ours unfortunately always seem to want to. Sorry to hear about it and hopefully it won't become a trend.
